By way of introduction, it should be noted that the superscription beneath the psalm number introducing Psalm 90 reads: A Prayer of Moses the man of God.

Moses wrote this psalm at the end of the forty years of Wilderness Wanderings. By the time, he wrote this psalm, the Exodus Generation had passed away; the judgment of the sin at Kadesh Barnea had run its course; and the Wilderness Generation is soon to enter the Land. So this psalm is written from the background of the sin of Kadesh Barnea.
